When all seats for an app are assigned, no additional users can be given access to that app until either an existing seat is freed up or additional seats are purchased. In ChangeGPS Seat Management, the product card's progress bar will show fully used. An alert is displayed when seats reach capacity. To add more seats, contact your ChangeGPS Customer Success Manager — they can arrange a subscription upgrade. In doubt, please raise a support case and we'll direct it accordingly. Once the additional seats are purchased, they will appear as available in the Seat Management overview and can be assigned to new users.
